sura-soatseguros.top is an impersonation phishing page that pairs the SURA insurer name with SOAT, the mandatory traffic-accident insurance drivers must buy. Its page title, "SOAT - Seguro Obligatorio | Compra 100% Digital", presents it as a fully online way to purchase that coverage, aimed at Spanish-speaking motorists. PhishDestroy first flagged it on 2026-10-05. As of 2026-10-19 its content was unreachable.
How the scam works
Because SOAT is compulsory and renewed regularly, drivers often search for it in a hurry and trust a site that promises a quick "100% digital" purchase. Pages like this typically ask for a licence plate, ID number and contact details, then move to a checkout form that collects full card data or bank login credentials. The victim receives no valid policy. The card details can be charged or resold, and the personal data can be used for follow-up fraud. A driver who believes they are insured may also stay uncovered without knowing it.
Evidence
Seven of 91 VirusTotal engines classified the domain as malicious in a scan on 2026-10-06: alphaMountain.ai, BitDefender, CRDF, CyRadar, Fortinet, G-Data and Kaspersky. That is a modest count, but it comes from several unrelated vendors within a day of our own detection. Spamhaus lists the domain in its DBL as spam. It also appears in two AlienVault OTX threat pulses and on the PhishDestroy blocklist.
Infrastructure
The domain was registered on 2026-09-23 through NICENIC INTERNATIONAL GROUP CO., LIMITED, just 12 days before we caught it. That short window is typical of throwaway phishing domains spun up for a campaign. It was hosted on a rented server in Contabo's network (AS51167) in France, far from the insurer it imitates. The Let's Encrypt certificate gave the page a browser padlock, which shows only that the connection was encrypted, not that the site was legitimate.
What to do
If you paid for SOAT on this site, call your card issuer right away to block the card and dispute the charge, and watch your statements for further transactions. Check your vehicle's coverage directly with a licensed insurer or the official SOAT verification channel, and buy a genuine policy if you have none. If you gave your ID number or contact details, expect follow-up calls or messages pretending to be the insurer, and never share one-time codes. If you entered a bank or account password, change it and turn on two-factor authentication. Defenders should block the domain and lookalike SOAT and SURA domains on .top and similar cheap TLDs, and report sightings to the impersonated insurer.
