PhishDestroy threat report

Overview

segurosoat-sura.top impersonates SURA's sales of SOAT, the mandatory traffic-accident insurance that Colombian vehicle owners must buy and renew. The page presents itself as "SOAT - Seguro Obligatorio | Compra 100% Digital", a fully online purchase flow for that policy. PhishDestroy first detected it on 2026-10-05. As of 2026-10-19 its content no longer loaded, but the domain is still registered and could come back online.

How the scam works

Fake SOAT storefronts take advantage of a purchase drivers cannot skip. The victim searches for a quick renewal, lands on a page that looks like SURA's, and enters vehicle and personal details to get a quote. The checkout step is where the theft happens. Card numbers, security codes, banking logins or one-time codes typed there go to the operators, not to an insurer. The victim pays for a policy that does not exist and may face further fraudulent charges, while the vehicle is still uninsured.

Evidence

On 2026-10-07, 12 of 92 VirusTotal engines flagged the domain. They include BitDefender, ESET, Kaspersky, Fortinet, Forcepoint ThreatSeeker, G-Data, Gridinsoft and alphaMountain.ai. Agreement among that many established vendors within days of discovery is a strong signal. Spamhaus lists the domain on its DBL as spam, and it appears in two AlienVault OTX threat pulses. Of the blocklists we track, PhishDestroy currently lists it.

Infrastructure

The domain was registered on 2026-09-23 through NICENIC INTERNATIONAL GROUP CO., LIMITED, twelve days before we caught it. A cheap .top name combining "seguro", "soat" and "sura" fits a short-lived campaign. The site was hosted at 169.58.250.207 on Contabo GmbH's network (AS51167), located in France. Its free Let's Encrypt certificate means the padlock in the browser says nothing about whether the seller is genuine.

What to do

If you entered card details on this site, call your bank right away and ask them to block the card and dispute the charge. Check your statements for unfamiliar transactions. If you typed an online-banking password or a one-time code, change the password and review your account access. Confirm whether you actually hold valid SOAT coverage through SURA's official channels or the national RUNT registry, and buy the policy only there. Defenders should block the domain and the IP, and watch for similar seguro and SOAT lookalike domains registered under new TLDs.
