PhishDestroy threat report

Overview

gov-sp.com impersonated the Government of India. Its Hindi page title, "कर दंड सूचना - भारत सरकार", translates to "Tax Penalty Notice - Government of India". It targeted people in India who might be frightened by an official-looking tax demand. PhishDestroy first flagged it on 2026-10-13, one day after registration. It has been offline since 2026-10-13, and on 2026-10-19 the site was still dead, with its content blocked by the hosting provider.

How the scam works

Fake tax penalty notices work through fear and urgency. A page like this typically tells the visitor they owe a fine to the government and warns of escalating consequences unless they act immediately. Victims are then pushed to pay the supposed penalty or to enter identity, tax and banking details, which can be reused for fraud or follow-up scams. The Hindi title and government branding are meant to make the demand look like it came from Indian tax authorities.

Evidence

urlscan.io rated the page malicious and recognised Indian government branding on it. Spamhaus lists the domain in its DBL under the phishing category, and it appears in four OTX threat pulses. VirusTotal told a different story on 2026-10-13, when none of its 92 engines flagged the domain. That clean score reflects how new the site was rather than any sign that it was safe, which is why the urlscan.io and Spamhaus findings carry the weight here.

Infrastructure

The domain was registered on 2026-10-12 and detected the next day. That timing fits a short-lived campaign built to reach victims before blocklists catch up. It was registered through Cloudflare, Inc. and sat behind Cloudflare's network, with an IP geolocated to Canada. A certificate from Google Trust Services gave it a browser padlock, which only means the connection was encrypted and says nothing about whether the page was genuine.

What to do

If you paid a "penalty" through this page, contact your bank or payment provider immediately to dispute the transaction, and report the fraud to India's national cybercrime reporting channels. If you entered PAN, Aadhaar, bank or card details, alert your bank, consider blocking affected cards, and treat any follow-up call or message that cites your data as suspicious. Genuine tax notices can be verified by logging in to the official tax portal directly, never through a link in a message. Defenders should block the domain and hunt for messages that use Hindi tax-penalty lures pointing to look-alike government domains.
