It resolves to a server on AS207043 DEDIK SERVICES LIMITED, a dedicated-server network located in Germany. Its Let's Encrypt certificate gives it a padlock in the browser. The padlock only means the connection is encrypted and says nothing about whether the site is safe.
What to do
If you clicked through standpromoc.site, look at where the redirect took you. Do not enter credentials, promo codes or payment details there. If you typed a password on a page reached this way, change it right away and turn on two-factor authentication.
