PhishDestroy threat report
outremer-ameli.com is an impersonation phishing page posing as l'Assurance Maladie, France's public health insurance service. The domain pairs "outremer" (France's overseas territories) with "ameli", the name French users know from the insurer's online account portal. PhishDestroy first detected it on 2026-10-07. As of 2026-10-19 the site was still online with its phishing content live.
The page is titled "Remboursement Assurance Maladie - l'Assurance Maladie", which presents a reimbursement waiting to be claimed. Lures like this usually arrive by SMS or email and say a refund is pending or a carte Vitale needs updating. The victim is then asked for login details, personal identifiers and often bank card information to "receive" the money. What victims lose is the data they type in. Stolen card details are used for fraudulent payments, and identity data feeds follow-up scams such as fake bank-advisor calls.
On 2026-10-07, 19 of 92 VirusTotal engines flagged the domain. Those engines included ESET, Fortinet, Forcepoint ThreatSeeker, Emsisoft, CRDF, CyRadar, Criminal IP and alphaMountain.ai. That is a solid signal from established security vendors, although most engines had not yet caught up. urlscan.io rated the page malicious and detected the Assurance Maladie brand in its content. The domain also appears in five AlienVault OTX threat pulses, and it is listed on the PhishDestroy blocklist.
The domain was registered on 2026-10-01 through Hosting Concepts B.V. d/b/a Registrar.eu. It was flagged just six days later, a short gap typical of throwaway domains built for a single phishing campaign. The site is hosted on Amazon's AMAZON-02 network in the United States, not on French government infrastructure. That alone rules it out as a genuine Assurance Maladie service.
If you entered bank card details on this page, call your bank right away to block the card, and dispute any unknown transactions. If you entered your ameli login, change that password through the official app or by typing the address yourself. Change the same password anywhere else you reused it. Treat any later call, SMS or email that cites your refund or social security number as a scam, and never share one-time codes. Real refunds from Assurance Maladie are paid automatically and never require card details. Security teams should block the domain and filter SMS and email lures that mention ameli refunds. They can also report the page to the registrar and hosting provider so it is taken down.
