How the scam works
Impersonation pages like this copy the look and title of a real institutional event so that a link in an email or message seems routine. Visitors are then asked to "register", "confirm attendance" or "sign in to access materials". Whatever they type goes to the operator: names, work emails, passwords and sometimes card details for a supposed participation fee. An official-looking event about a past conference is easy bait, because recipients rarely question an invitation that matches a real OECD gathering.
Evidence
Fifteen of 91 VirusTotal engines classed the domain as malicious on 2026-10-03. That is a meaningful consensus for a site with an innocuous-looking event title. The flagging vendors include BitDefender, ESET, Kaspersky, Fortinet, Forcepoint ThreatSeeker, G-Data, Gridinsoft and alphaMountain.ai. The domain also appears in five AlienVault OTX threat pulses, which shows other researchers have tracked it independently. Among blocklists, it is currently listed by PhishDestroy.
Infrastructure
The domain was registered through Namecheap on 2026-06-10, roughly three and a half months before PhishDestroy detected it. That gap suggests it was set up in advance and used quietly rather than burned immediately. Traffic passes through Cloudflare's network with a Canada geolocation, so the server actually hosting the content stays hidden behind the proxy. The site still answers requests even though its page is down, so the operator could put content back up at any time.
What to do
Do not enter anything on this site, and treat any "OECD forum" invitation that leads here as phishing. If you typed a password, change it immediately on every service where you reuse it and turn on two-factor authentication. If you paid a registration fee, contact your bank to dispute the charge and watch for further messages claiming to be from the OECD. Defenders should block onmarcds.com at the DNS, proxy and mail-gateway level. They should also search logs and inboxes for earlier visits or lure emails referencing this forum.
