This site impersonates the login page of the Japanese financial institution マネックス証券 (Monex Securities). It is a phishing site designed to steal user credentials by presenting a fraudulent login form.

Technical evidence: VirusTotal detected the domain as malicious by 17 out of 95 security vendors. Flagged by ADMINUSLabs, Criminal IP, BitDefender, Chong Lua Dao, and CyRadar.
